The new “Carta Magna” proposes that indigenous areas – as well as departments – should enjoy greater freedom in areas such as public finance. This sounds like a good thing to me why are people complaining! President Evo Morales is trying to do good.

Need to point out a couple of inaccuracies in the article, first Montero is in Santa Cruz which in not in the Andean region of Bolivia, i.e. no 14,000 ft peaks there,
second it was not a coup attempt in Santa Cruz, the conflict with the National Police was in the city of Sucre starting on Friday afternoon and ending Sunday afternoon after the National Police left Sucre. I would believe that the people of Santa Cruz were "on alert" to potential action from the National government.
